INA Calls for Recognition of Competition in Energy Network Expansion

The Independent Networks Association (INA) has welcomed the National Infrastructure Commission’s report on Electricity distribution networks: creating capacity for the future; particularly the Commission’s focus on increasing electricity distribution capacity and improving network efficiency but has warned that the report fails to recognise the vital role of competition in the energy sector and the growing contribution of independent networks to the UK’s housing and economic growth ambitions.

IDNOs now connect 80% of new homes in England, providing faster, more flexible, and cost-effective energy infrastructure. However, today’s report does not acknowledge the positive impact of competition, nor does it set out how independent networks can support the transition to net zero and unlock economic growth.

Independent Networks Driving Growth

Across the UK, independent networks are enabling major housing, commercial, and clean energy projects, including:

  • Trafford Waters (Greater Manchester) – Delivering thousands of new homes in a key growth area.
  • Project Unity (East of Doncaster) – 3,000 new households supporting regional regeneration.
  • Salmon’s Leap (Devon) – The largest ultra-rapid EV charging hub in the South West, helping businesses and drivers switch to electric vehicles.
  • HH4 Data Centre (Hemel Hempstead) – A state-of-the-art facility supporting the UK’s growing demand for digital services, keeping the country competitive in the global data economy.

Calls for Urgent Reform

While INA supports increased investment in the electricity grid, it warns that urgent reforms are needed to prevent delays to housing and infrastructure projects. INA is calling for:

  • Expansion of competition in network investment to ensure greater innovation and efficiency.
  • Minimum standards for connection timelines, ensuring developers receive the earliest achievable connection date.

INA Executive Director Nicola Pitts said:

“The independent networks sector has played a critical role in delivering infrastructure that transforms communities and drives growth. From major housing projects to digital infrastructure and EV charging hubs, independent networks are unlocking investment and innovation across the UK.”

“As the government pushes its growth agenda, independent networks stand ready to deliver. But unless policymakers recognise the crucial role of competition in network development, the UK risks missing its targets on housing, clean power, and economic regeneration.”
